Many of the recipients of projects funded under the Bottom-up Budgeting (BuB) in Mountain Province have expressed gratitude because most of their perennial problems in their communities are now addressed.
Since 2013, 67 projects were funded under the DILG-Bub, 56 of which are already completed, with five on-going. Procurement process for the six approved project for the BuB 2016 will resume once election ban has been lifted.
As a result of the completed projects, recipients are now enjoying safer and cleaner environments, better access roads and faster delivery of goods and commodities to the market, and more importantly, better access to safe and potable water systems and sanitation services thus reducing morbidity cases caused by water-borne and poor sanitation- related diseases.
In 2013, four potable water systems were implemented in the municipalities of Bontoc, Sadanga and Sagada amounting to P5,370,000.00.
In 2014, 16 Local Access Roads were completed in various locations in Bontoc, Sagada, Paracelis and Tadian with a total amount of P10,117,500.00. In the same year, 21 water projects with a total amount of 9,387,500.00 were also implemented in Bauko, Bontoc, Paracelis, Sagada and Tadian.
In 2015, 15 projects with a total amount of P20,950,000.00 were completed while five projects in the amount of P7,150,000.00 are still ongoing. These projects are located in Barlig, Bauko, Bontoc, Natonin, Paracelis, Sabangan, Sadanga, Sagada and Tadian.
For CY 2016, P18,300,000.00 worth of five water projects in Bauko, Besao, and Natonin, and one evacuation facility in Sadanga were approved.
BuB, formerly known as Grassroots Participatory Budgeting Process (GPBP), has been going on since 2013 in Mountain Province. It is a reform program that strengthens participation in national budget formulation and project implementation. Local communities, represented by the civil society organizations in partnership with the Local Government Units (LGUs) are given the power to decide on what priority projects to be implemented in their areas.
