DILG field officers convened the members of the Expanded Ugnayan ng Barangay at Simbahan (UBAS) Technical Working Group (TWG) to orient them on their role as social facilitators for the MASA MASID or the Mamamayang Ayaw sa Anomalya, Mamamayang Ayaw sa Iligal na Droga program. The TWG, which may be expanded, is composed of representatives from the PnP, Liga ng mga Barangay, Faith-based Organization, and City/Municipal Anti-Drug Abuse Councils with the MLGOO as chair.

The activity provided a venue to discuss situation on illegal drugs and criminality, MASA MASID legal framework and implementing strategies, and composition and responsibilities of MASA MASID teams at the barangay level.

In Ifugao, PD Rosario B. Dumelod, in her message, pointed out that the MASA MASID Program provides an opportunity to the grassroots level to actively participate in the government efforts to address the problem on criminality, corruption and illegal drugs. Also, PD Constancio A. Chinayog Jr. of IPPO explained that the program is a call for the active collaboration of all stakeholders in the community. DILG Ifugao conducted the Provincial Orientation on Community Mobilization to Complement the National Government’s Efforts to Eradicate Criminality, Corruption and Illegal Drugs last March 2, 2017 in Lagawe, Ifugao. DILG Kalinga OIC PD Mayer Max Adong, on the other hand,  emphasized that as social facilitators, the UBAS TWG are responsible for convening, organizing, training, and mobilizing the team at the barangay level.

The good practice of  Tabuk City on community-based rehabilitation through a group called RAIDERS or Rehabilitators Against Illegal Drug Entities for a Reformed Society was also presented. RAIDERS Tabuk  aims to orient surrenderers of the packages and interventions available to them such as  livelihood program; drug test, medical and dental check-up; education aid,  spiritual counseling, legal services among others.

Included during this activity last March 22 in Tabuk City is the discussion regional autonomy and federalism by DILG CAR ARD Jonathan Paul M. Leusen, Atty. Mike Pongas, and Atty. Fritz Turqueza.

Likewise, the orientation convened by DILG Abra led by PD Millicent B. Cariño at Abra Provincial Hall on March 24, 2017 attended by DILG-CAR Assistant Regional Director Jonathan  last March 24 was attended by Local Chief Executives of Abra, Expanded UBAS TWG, MSWDOs, MHOs, and other guests. Again, ARD Leusen took the opportunity to present the topic on federalism before the participants.

In addition, DILG Apayao conducted municipal orientations for all seven municipalities from March to April 2017, while DILG Benguet and DILG Mt.
