Upgrading of two road projects worth P 173,482,300.00 funded under the Conditional Matching Grant for Provinces (CMGP) of the DILG break ground in the Province of Kalinga last July 21, 2017.

Officials and residents of eight barangays who will directly benefit from the projects witnessed the ground breaking ceremonies. These are barangays Gobgob and Cabaritan of Tabuk City, and barangays Dugpa, Bayao and Pakawit of the Municipality of Pinukpuk for the P 73,992,800.00 project Upgrading/Improvement of Cabaritan-Dugpa Provincial Road, and barangays Cabaruan and Laya West of Tabuk City, and Sucbot of Pinukpuk Municipality for the Upgrading/Improvement of Cabaruan-Sucbot Provincial Road worth P99,489,500.00.

Kalinga Acting Governor James S.  Edduba led the ceremony together with DILG-CAR RD Marlo L. Iringan, DILG-Kalinga OIC-PD Mayer Max G. Adong, OPDS representative Engr. Catherine Joy Leon and members of the Local Roads Management Team (LRMT) of the Province of Kalinga.

Acting Governor Edduba, in his message, mentioned that five core road projects will be funded by the Department under the CMGP in 2018. Leaders and people supporting each other and closely working together, he said, will redound to the benefit of the Province as a whole.

Pointing to the children playing nearby, RD Marlo L. Iringan on the other hand, emphasized the need to work as a team for the sake of the next generation who will reap the benefits of the program. On the same day, the completed projects improvement of Bulanao Market, Provincial Road funded through the Performance Challenge, and improvement of 5.85 Km Bulanao-Laya-Balong Provincial Road under the KALSADA program were inaugurated and responsibility for its upkeep turned over to the LGUs.

Formerly the Kongkreto at Ayos na LanSAngan: ang DAan Tungo sa Pangkalahatang Kaunlaran (KALSADA) program, CMGP aims to address the poor state of provincial roads across the country and to improve the capacity of provinces in local road management (LRM) to make this devolved function sustainable over time, incorporating reforms in public financial management.

The Province of Kalinga is one of the provinces that implemented its KALSADA projects well according to World Bank monitors. Earlier, OPDS Engr. Catherine Joy Leon validated of locally funded projects in the Municipalities of Tinglayan, Pasil, Balbalan, Tanudan and Rizal while Engr. Marlon S. Walang monitored other projects. With them were Engr. Charles D. Bumosao, LGOO V Helen E. Lacuesta, LGOO VI Rosalinda B. Santiago, LGOO V Gemma O. Bawanta, ADA III Marvin F.
