To ensure the achievement of the Sustainable Development Goals (SDGs), DILG-CAR spearheaded the conduct of the Regional Workshop on National / Regional Strategic Priorities and Sustainable Development Goal (SDG) Alignment last August 16-17 in Baguio City. Output of the workshop is local development investment plans (LDIP) programs, projects and activities aligned with national and regional priorities.

The workshop was attended by members of the Provincial Development Council – Executive Committee headed by the Governor, Provincial Planning and Development Coordinators, and DILG-CAR personnel with resource persons coming from partner agencies.

Adopted by 193 member states of the United Nations in September 2015, the new Sustainable Development Agenda, with 17 global goals at its core, is an agenda to end poverty, protect the plant, and ensure prosperity for all. Each goal has specific targets to be achieved over the next 15 years.
In relation, there is a need to translate these goals into specific and coherent strategies, policies and programs at the national and local levels. A long term-visioning process starting in 2015 by more than 300 citizens with the guidance of an Advisory Committee composed of government, private sector, academe, and civil society resulted to AmBisyon Natin 2040.

It represents the collective long-term vision and aspirations of the Filipino people for the next 25 years. It describes the kind of life that people want to live, and how the country will be by 2040 which is Matatag, Maginhawa at Panatag na Buhay. (Filipinos enjoy a strongly rooted, comfortable, and secure life). As such, it is an anchor for development planning across at least four administrations.

In 2040, we will all enjoy a stable and comfortable lifestyle, secure in the knowledge that we have enough for your daily needs and unexpected expenses, that we can plan and prepare for our own and our children’s future. Our family lives together in a place of our own, and we have the freedom to go where we desire, protected and enabled by a clean, efficient, and fair government.

The alignment and integration of the SDGs into the Ambisyon 2040 in the national, regional, provincial and local development plans shall facilitate the formulation and development of national and local initiatives or programs, projects and activities (PPAs) towards the attainment of these goals. Also considered in the alignment of local plans are the Sendai Framework for Disaster Risk Reduction, National Security Policy and Philippine Development Plan 2017-2022.

The presentation on the DILG Local Development Council Strengthening Initiative by LGOO V Rolando Gonzales was followed by a regional situationer on security risks and threats and the National Security Policy 2017-2022 by NICA OIC Cherry Tamang and LGOO V Gonzales respectively; presentation  on the lessons learned in implementing the Millennium Development Goals by Dennis Gundran of PSA-CAR; Disaster Risk Reduction and Management Complying with the Sendai Framework by Ferdinand Tamulto of OCD-CAR; and National Priority Development Strategies and Commitments by Engr. Dolores Molintas and Marie Olga Difuntorum of NEDA-CAR.

During the workshops, the participants utilized the Provincial Development Investment Program (PDIP) Alignment Form and NEDA’s SDG Implementation Roadmap to ensure harmonization and alignment of the national, regional, and provincial priorities. The roadmap includes programs, projects and activities (PPAs) aligned with the SDG. While the form contains the list of priority PPAs in the PDIP marked as aligned with national and regional priorities.

With this, members of the Provincial Development Council Executive Committee (PDC-Execom) are expected to review and align their respective strategic directions and Provincial Development Investment Program (PDIP) with national priorities. This will serve as guide for city and municipal development councils during the succeeding provincial strategic direction conference workshops scheduled in August and September. Local Development Investment Plans essentially contains the list of priority projects of local governments over a three-year period with proposed funding source and implementation period.

National government subsidies through various development programs such as the locally funded projects of the Department, including the latest Assistance to Municipalities and Conditional Matching Grant for Provinces , fund projects contained in the LDIP, now aligned  with national and regional priorities. #Carol G.
