Incentives are considered one of the most important factors that encourage workers to put forth great efforts and work more efficiently. It is because incentives and reward systems direct workers capabilities into more efficiency in their work in an attempt to achieve the institution’s goals (Gana and Bababe, 2011).

In its recognition of awards and incentives, the DILG-CAR, initiated the implementation of the Tribute to Outstanding Performers (TOPs).  Parallel to the Civil Service Commission’s Program on Awards and Incentives for Service Excellence (PRAISE), DILG-CAR TOPs is now on its fourth year and is continuously enhanced for it to serve its purpose.

For the past years, the TOPs has awarded individuals and teams who outperformed their contenders based on a matrix developed by the Regional Assessment and Validation Team (RAVT) and approved by the Regional Search Committee (RSC).  The RAVT is composed of TWG members who perform secretariat tasks as well as table and onsite validation, while the RSC is composed of the management who decides on the winners and if they are to be declared as so.

The TOPs makes use of two sets of measuring tools, one for performance and the other for behavior. These tools are expected to assess how much of the tasks required of the employee was carried out and the manner it was accomplished. Initiatives and how it is sustained is also recognized and is captured by the tools.

Individual Category include that of Outstanding MLGOO and Special Citation for CLGOO. The Team Category include that of Outstanding Provincial Team, Outstanding Cluster Team, Outstanding Provincial Support Team and Special Citation for the City Field Office. A leadership award is consequent to that of the team award.

It is said that “Recognition is not a scarce resource. You can’t use it up or run out of it.” For this, the DILG-CAR TOPs is anticipated this year. Also, the categories will expand not only to further encourage work efficiency but to give proper due to those who are deserving.
