The Department of the Interior & Local Government-Cordillera Administrative Region (DILG-CAR) herein represented by its Regional Director MARLO L. IRINGAN, CESO V and the Local Governance Regional Resource Center (LGRRC) Stakeholders hereby agree to bind themselves into a Multi-Stakeholders Advisory Committee (MSAC) and individually and collectively agree, covenant and bind themselves to:
 
1) Recommend  policies, programs and strategic direction to improve operations of the LGRRC and its networks;
 
2) Initiate steps towards building their respective organizations as Knowledge-Centric Organizations (KCO) and to promote the culture of knowledge sharing and learning;
 
3) Contribute knowledge products to the LGRRC and make available/accessible to the LGUs and other users their respective organization's knowledge products and experts;
 
4) Provide information materials on exemplary practice/s in the delivery of agency/organization mandates;
 
5) Identify and propose areas of convergence so as to integrate and harmonize the various programs of the different stakeholders;
 
6) Meet regularly to assess the operations and ensure the dynamism of the four program facilities of the LGRRC, namely: Multimedia and Knowledge, Capacity Development, Linkage Services, and Public Education & Good Citizenship, and their responsiveness to the information / learning need of the the region; and
 
7) Designate a Focal Person for respective agency.

Kami, sa Cordillera, ay buong pusong nanunumpa na lumahok at maki-isa sa programa ng MASA MASID o ang Mamamayang Ayaw Sa Anomalya, Mamamayang Ayaw Sa Iligal na Droga.

Kami’y magmamasid, dahil nais naming siguraduhin ang tapat at payapang pamamalakad sa loob at labas ng aming tahanan. Bukod sa pagmamasid sa mga nagaganap sa aming paligid, mayroon din kaming mga responsibilidad na dapat tugunan laban sa mga anomalya at iligal na droga, sapagkat kapahamakan lamang ang idudulot nito sa kapwa namin Pilipino.

Kami’y makikilahok sa pagsasabuhay at pagpapalakas ng bayanihan sa aming komunidad. Pangako namin na magbahagi ng isang matiwasay na pamayanan at ito’y makakamit sa pagbuo ng tiwala at kooperasyon sa aming mga kasapi sa komunidad.

Kami’y makikialam sapagkat nakasalalay sa aming mga kamay ang kinabukasan ng aming bansang Pilipinas. Ang kanyang kapakanan ay ang aming tunay na minimithi sapagkat dulot nito ay ang maunlad na pamumuhay ng lahat. Kinakailangang sugpuin ang mga anomalya at iligal na droga na sumisira sa sistema ng tao, ng pamilyang Pilipino, at ng komunidad.

Lahat ng ito’y para sa maayos at epektibong pagpapatupad ng programang MASA MASID.

Local Governance Regional Resource Center - Cordillera Administrative Region (LGRRC-CAR) was initially established on October 2009 during the leadership of former Regional Director Patrick D. Onus and Assistant Regional Director Robert P. Mangangey, Sr.  Towards this development, the LGRRC-CAR was created to: 1) promote a culture of learning and knowledge-sharing in pursuit of sustainable development through excellence in local governance; 2) support DILG-CAR in its role as a primary catalyst for excellence in local governance; 3) harness the role of DILG-CAR as knowledge brokers and facilitators of capacity development in local governance in the Cordillera Administrative Region; 4) facilitate the integration of knowledge management in DILG-CAR processes and systems towards building the Department as a Knowledge-Centric Organization; 5) be a dynamic, interactive and virtual program; 6) contribute to building the Department of the Interior Local Government-Cordillera Administrative Region as a knowledge-centric organization or KCO; 7) build learning communities that pursue local governance excellence through  knowledge sharing and innovation.

With the LGRRC-CAR, DILG clients and stakeholders now has an identified go-to website as source of basic information. Local officials, students, researchers may find answers to their inquiries about Local Governance in one site.

Most relevant sets of information from national government agencies, non government organizations, civil societies, people’s organizations and the academe may now be available to the public since LGRRC-CAR is a product of convergence. Experts in the various fields may easily be tapped thru the Multi-Sectoral Advisory Committee (MSAC). As members they are committed to deliver lectures, conduct dialogs and provide materials to assist clients.
