Barangays are the next recipient of the internationally recognized Bottom-Up Budgeting (BuB) starting CY 2017.
Based on the DBM-DILG-DSWD-NAPC Joint Memorandum Circular No. 8 dated March 18, 2016, the Barangay BuB seeks to cover all 42,036 barangays nationwide by CY 2019 to be implemented in three batches starting with the first batch in 2017. The first batch shall cover at least 30 percent of the barangays, and at least one barangay per city/ municipality, provided they pass the criteria.
Barangays will be assessed based on their compliance to the Full Disclosure Policy, conduct of barangay assembly, presence of Barangay Development Plan duly adopted by the Sangguniang Barangay, and capacity to implement the project. PhP 1 Million await qualified barangays through direct downloading, while all remaining barangays will undergo capacity development.
The Barangay BuB intends to pursue inclusive growth and poverty reduction, and promote good governance at the barangay level by engaging community-based people’s organizations in identifying, implementing, and monitoring priority projects and activities. The program also empowers the barangay as the frontline agency of the government.
Eligible projects include basic services and infrastructure as well as disaster-related projects, guided by Section 17 of the Local Government Code.
Just concluded activities include the conduct of barangay assemblies, BuB orientation and planning workshops, as well as the direct submission of pertinent documents to DILG Central Office in Quezon City by concerned local governments last April 19, 2016.
Barangay BuB is part of the efforts of national government to deepen meaningful devolution and sustain citizen empowerment and community involvement in local governance.
Since its implementation in 2013 until this year, the Bottom-Up Budgeting have allocated a total of PhP 3,234,083,749.99, funding 2,695 projects regionwide, implemented either by municipalities or participating national government agencies.# Carol Guidangen Gano/ DILG Release
